Project Description:
The S.R. 1060 (Bridge Street)/Salina Bridge over the Kiskiminetas River and Norfolk Southern Railroad connects Bell Township, Westmoreland County with Kiskiminetas Township, Armstrong County. The project proposes to replace the Salina Bridge on a new alignment located immediately downstream from the existing bridge. The proposed bridge is anticipated to be a 3-span continuous composite steel plate girder bridge. The project will also address the existing deteriorated retaining wall parallel with SR 1060 approaching the bridge from the south. The approach roadway will be widened to provide 11’ travel lanes and 5’ shoulders. The intersections at each end of the bridge will be modified to improve maneuverability. Drainage will be upgraded as well as the guiderail, signs, and pavement markings. Required right-of-way (ROW), permanent drainage and slope easements, and temporary construction easements (TCEs) are anticipated

This above-ground finding clarification restates that the project will have an adverse effect on the eligible Salina Bridge and finds that the project will have no adverse effect on the eligible Western Pennsylvania Railroad and no adverse effect on the above-ground portions of the eligible Pennsylvania Canal Towpath Segment. It has been completed, in part, at the request of the PA SHPO for an above-ground finding for the canal. It is accompanied by a letter to schedule the third consulting party meeting for this project.

The third Consulting Party Meeting for this project took place virtually on Friday June 26, 2020. The meeting was designed to further investigate and discuss measures to mitigate the project's Adverse Effects on historic resource. 1842A.111/13/202011/13/20253/31/2021Bridge Marketing PlanLead Federal AgencyPennDOT will enter the Salina Bridge into the Department of General Services (“DGS”) disposition system, whereby the bridge will be offered to other state agencies for reuse; in the event no state agency is interested in acquiring the bridge, it will be offered to municipal and county government authorities. If no state or local government authority bids on the bridge, the bridge will be auctioned to the public for a period of not less than 60 days. The state and local bid process, as well as any public auction that occurs, will include a provision that the bridge cannot be sold, or disposed of, as scrap. The FHWA will provide preservation assistance to the buyer if requested. The amount of preservation assistance will depend upon the intended use of the bridge including whether the intended reuse location is within Pennsylvania, whether rehabilitation follows the Secretary of the Interior Standards for Rehabilitation and availability for public use. In the event that more than one party bids on the bridge, PennDOT will have discretion, in consultation with the SHPO and with the assistance of the DGS, to select the bidder which offers the best preservation use of the bridge.
1843A.211/13/202011/13/2025 Bridge Marketing PlanLead Federal AgencyIf no one bids on the bridge, PennDOT, in consultation with the FHWA, will consult further with the consulting parties and local historic preservation and community groups to establish a list of elements from the Salina bridge, and/or its substructure, to donate, upon their request: for local use as part of a public or organization art exhibit and/or historic artifact display; and/or for placement along the local trail system; and/or for placement on public lands within Kiskiminetas Township, Armstrong County and/or Bell Township, Westmoreland County. PennDOT will make reasonable efforts to blast clean any lead paint from the requested items, if requested, and provide all requested elements from the bridge and/or the bridge substructure, with the understanding that the total cost for cleaning and delivery of all elements cannot exceed $50,000.00. Prior to donating any of these elements, the party acquiring them will need to commit in writing to accept permanent responsibility and liability for the elements.

While the focus of the story map is on these resources, the mitigation will also include information on the Salina bridge and the Western Pennsylvania Railroad to facilitate an understanding of the local and regional history. Additionally, and as part of the story map, PennDOT will seek out potential oral historical accounts to include in the narrative. The story map will be made available online on the PennDOT cultural resources website and the link will be shared with consulting parties and other local historical organizations as public outreach.

The panels will focus on the Pennsylvania Canal Towpath Segment and the Kier Brick Factory. The panels will include information on the historic Salina bridge, the Western Pennsylvania Railroad and the history of the local communities near the bridge. The information on the panels will be complimentary to the content of the story map and, if feasible, linked to the story map with a Quick Response (“QR”) code.
